Concrete building at 2405 Pat Booker Road in Universal City, Texas found not to be in compliance. Additions and finishes are being made.

A concrete building at 2405 Pat Booker Road located in Universal City, Texas was found not to be in compliance. This is because the city council of Universal City has declared this concrete building to be considered a dangerous structure and public nuisance back on September 24, 2018.

According to meeting minutes from the city hall agenda from Monday, September 24, 2018,

“The property owner(s), lienholder, or mortgagee of 2405 Pat Booker Rd, Universal City Texas has not complied with the Board of Appeals Order Requiring Abatement of Public Nuisance and Dangerous Structure.  Because the dangerous structure and public nuisance still exists, along with the accessory structure and fence, I move to authorize the City of Universal City to proceed with abatement of the dangerous structure and public nuisance.”

The property owner was not present, but their representative and engineer spoke on their behalf and answered questions.

The Board spoke among themselves concerning the property and Member Matecko made a motion stating,

“I find that the property owner(s), lienholder, or mortgagee of 2405 Pat Booker Rd, Universal City Texas has not complied with the Board of Appeals Order Requiring Abatement of Public Nuisance and Dangerous Structure. Because the dangerous structure and public nuisance still exists, along with the accessory structure and fence, I move to authorize the City of Universal City to proceed with abatement of the dangerous structure and public nuisance. Additionally, as provided by law, the dangerous structure and public nuisance may not be abated by the City any earlier than 17 December 2018.

Upon completion of the abatement by the City, the City is further authorized to assess a lien against the property to recover its expenses associated with the abatement in accordance with applicable law. Further, the property owner must appear before the Board on November 26, 2018 and have a Structural Engineer’s report submitted to the City by November 19, 2018.”           

The motion was seconded by Member Hudson and the vote passed 7/0 in favor of the motion.

However the masonry requirements as the most recent design schematic did appear to meet the City’s masonry ordinance. The parapets had been removed. The masonry requirements met the standards set out in the City’s International Property Maintenance Code adopted by Ordinance 370-N-2015. So the owner only complies with the City’s International Property Maintenance Code regarding masonry.

Subsequently there are improvements being made to the existing exterior walls and several building additions being made. Some type of architectural feature will be worked into the design of the building. Other additions and finishes are being completed. This includes MEP improvements. This project is privately funded by Unitech Engineering at an estimated cost of $1,200,000 on private land for private use. The completion date will be July 1, 2021.

This building is the old Acme Lumber building.
