A look at the former headquarters of Regular Veterans Association in Del Valle, Texas explored.

The Regular Veterans Association in Del Valle was established as a domestic nonprofit corporation called REGULAR VETERANS ASSOCIATION REHABILITATION SERVICES FOUNDATION by John B Engberg II and was incorporated on the date of October 25, 1982. The Regular Veterans Association was a civic and social association. REGULAR VETERANS ASSOCIATION REHABILITATION SERVICES FOUNDATION was branch of the original Regular Veterans Association which was chartered in 1935 in Washington DC. The Regular Veterans Association operated on land owned by Robert F Converse, Ruby Kieke Flow, and Del Valle ISD in 1982. That is where Regular Veterans Association was located also. (Ref: http://propaccess.traviscad.org/clientdb/Property.aspx?prop_id=291987&year=2021)



However Regular Veterans Association aka REGULAR VETERANS ASSOCIATION REHABILITATION SERVICES FOUNDATION dissolved on the date of January 21, 1985 due to tax forfeiture. (Ref: https://opencorporates.com/companies/us_tx/0062736201)



Robert F Converse sold the land where Regular Veterans Association was on to Ruby Kieke Flow in 1985. Robert F Converse sold the land to Ruby Kieke Flow on a warranty deed for an undisclosed amount. (Ref: Travis County Deed Records, Volume 9148, Page 669)

 

Fortunately Regular Veterans Association aka REGULAR VETERANS ASSOCIATION REHABILITATION SERVICES FOUNDATION was saved and revived when Dayton Holt registered the domestic nonprofit corporation under a different name called Regular Veterans Association Of The United States in 1987. This time as an Oklahoma corporation and a Florida corporation. Those are the states where Regular Veterans Association had branches. In 1990, the name was of the domestic nonprofit corporation was changed to REGULAR VETERANS ASSOC., INC. and was operating as a Kentucky corporation. Regular Veterans Association shut in 1995 after filing for administrative dissolution. (Ref: https://opencorporates.com/companies/us_ky/0279454)

On  November 23, 1990, the Regular Veterans Association presented the Medal of Valor to the service men and women participating in operation Desert Shield in the Middle East. Austin American-Statesman reported the news under the heading “Veterans to present Desert Shield medal”. (Ref: https://www.newspapers.com/newspage/364090610/)

“The Regular Veterans Association will present the Medal of Valor to the service men and women participating in operation Desert Shield in the Middle East. The association is working with the Department of Defense to arrange for acceptance of the medal. Ruby Kieke Flow gave the property these residences and businesses were to VICTORIA BANK & TRUST BASTROP during a bankruptcy case in 1992 through a substitute trustee deed. Ruby Kieke Flow was suffering from Alzheimers due to old age. (Ref: Travis County Deed Records, Volume 11602, Page 12)

Regular Veterans Association shut in 1995 after filing for administrative dissolution. So the branch moved back to Florida and Washington DC. (Ref: https://opencorporates.com/companies/us_ky/0279454)





This single story building had been serving as the Del Valle Independent School District - Department of Facilities by 1997. That is because Del Valle ISD had been owning the property the building was located on for nearly 5 years. (Ref: https://www.newspapers.com/newspage/356990681/)

According to a 2005 edition of the Polk’s City Directory, 2470 Cardinal Loop had been and was being used as residence. The residence was abandoned by 2008 and was boarded shut with plywood in 2009. Thieves broke in and stole wiring and anything considered salvageable around 2011. Which is why there was a door open and a couple of window panels missing.



Del Valle Independent School District and the City of Austin had the residence demolished in 2016 after FAA regulations declared the residence as being in the way of the Austin Bergstrom International Airport flightpath. All that remains is a concrete slab and a driveway.
