[Bailey started in Lockhart a week after the board voted to dismiss Assistant Superintendent Theresa Ramirez and accept the resignation of Lockhart Junior High Principal Susan Brooks, who led the school to recognition by the U.S. Department of Education as one of the state's 21 No Child Left Behind Blue Ribbon schools. The vote sparked a public outcry by parents, teachers and students who spoke passionately in support of the administrators during board meetings and in letters to the editor in the local newspaper. Allen, who resigned after 16 years on the board and three months short of the end of his term, said his departure was not connected to the decision to dismiss Ramirez and Brooks or to Bailey's resignation, but rather to his growing frustration that the board wasn't "working harmoniously like we should." Allen said he resigned because of the increasing number of tense board meetings stretching into the early morning hours, as well as the tendencies of some board members at times to micromanage the district's daily operations and second-guess the superintendent's recommendations. "There were a lot of issues that we saw eye-to-eye on," Allen said of the school board.]
