Costley Spring is a 2 mile long clear water spring located in Del Valle, Texas which is 6 miles southeast of Austin, Texas. Costley Spring connects adjacent to Terry Creek. Spring water from Costley Spring streams into the water connecting to Terry Creek.

Spring water has been used to power grist mills such as the original McKinney Mill on Ellon Road. Spring water from Costley Spring to power the mill. Mills were once common across the Colorado River. They provided a means for farmers to process their grains locally. McKinney Mill was one of those mills along the Colorado River. A dam was built to keep water in to pressurize the mill for McKinney Mill in 1841. A sluice was erected and used to channel water around. McKinney Mill used the creek water from Terry Creek and spring water from Costley Spring to power the mill. McKinney's Mill provided pressurized water to the house of Thomas F. McKinney.
